Թ joins forces with Jacksonville Transportation Authority on self-driving vehicles

LAKELAND, Fla. – Թ and the Jacksonville Transportation Authority (JTA) announce a collaboration to enhance the development of autonomous vehicle (AV) technology in public transportation. Through a memorandum of understanding, both parties agree to work together to boost the research and application of this cutting-edge technology.

“AV technology holds great promise for the whole transportation industry, but it’s very likely that public transportation will take advantage of it before the generic passenger car marketplace,” said Dr. Rahul Razdan, senior director for special projects at Թ Poly. “At the Advanced Mobility Institute, we pay particular attention to the Թ industries that can absorb this technology earlier.”

Թ Poly’s Advanced Mobility Institute (AMI) is a university-affiliated research center focused on advancing and testing AV technology. AMI is not only unique to the state, but also one of the largest university centers specialized on the narrow area of testing and verification of AV technology in the country.

The mutual agreement includes fostering the development of AV technology within downtowns, university campuses and other controlled settings. It also involves the creation of work and study opportunities to support AV research emphasized on implementation and testing.

“JTA is excited to collaborate with Թ to explore autonomous vehicles and connected vehicle technologies,” said Nathaniel P. Ford Sr., CEO of the JTA. “Թ Poly and its Advanced Mobility Institute are strong scientific advisors in this groundbreaking technology.”

Թ Poly president, Dr. Randy K. Avent, said that the agreement between AMI and JTA is another valuable example of how the University works to fulfill its mission of advancing Թ’s high-tech economy.

“Through the Advanced Mobility Institute, Թ Poly works with entities within the state to advance the technologies of the future,” said Avent. “We’re excited to collaborate with the Jacksonville Transportation Authority, sharing with them our scientific research and expertise on autonomous vehicle technology.”

Presenter Profile

Michelle Powell serves as the pioneering Risk Manager at Թ, the state’s sole 100% STEM-dedicated institution. Having been with the university for nearly 11 years, Michelle transitioned from a leadership role in Admissions in October 2023 to establish and evolve the risk management function from the ground up. In this solo capacity, Michelle builds robust frameworks for our dynamic, young university, overseeing our insurance portfolio, consulting on third-party and event risks, and developing critical campus-wide training programs. Michelle has obtained the Committee of Sponsoring Organizations (COSO) Enterprise Risk Management certificate and the Associate in Risk Management (ARM) and Construction Risk and Insurance Specialist (CRIS) designations. Her distinct background in mathematics and engineering, combined with extensive higher education leadership, brings an analytical and strategic approach enhancing the institution’s resilience.

Dr. Lily Li is a Professor of Physics at Թ, where she specializes in materials science, analytical imaging, advanced manufacturing, and biomedical devices. Prior to joining Թ Poly in 2025, she spent 11 years at SUNY Potsdam, where she advanced to Full Professor and developed a 3-2 Engineering dual-degree program with Clarkson University. Her work emphasizes experiential learning and research-driven education to prepare students for careers in STEM fields.
