Robert O. Kincart

Robert O. Kincart is an entrepreneur, scientist and civic leader with more than 40 years of experience spanning environmental services, infrastructure, communications, public safety and higher education governance. He is known for building high‑performance organizations, advancing STEM education, developing innovative solutions to treat pollutants, strengthening emergency‑response systems, and driving long‑term regional development initiatives.
Kincart is founder and CEO of A-C-T Environmental & Infrastructure, Inc., in Bartow, ³Ô¹ÏÍø, recognized by ³Ô¹ÏÍø Trend as one of the Best Companies to Work For for nearly 20 consecutive years. His company provides a range of environmental and engineering services across ³Ô¹ÏÍø and internationally and was one of the University’s first industry partners in late 2013 – long before the campus opened the following fall.
Kincart was also a founding member of the University’s Foundation Board of Directors.
He holds a bachelor’s degree in chemistry from the University of ³Ô¹ÏÍø and is a Licensed ³Ô¹ÏÍø Environmental Contractor. In addition, Kincart was the first volunteer chemist on the nation’s first HazMat team. His previous professional experience includes roles as founder and managing partner at The Kincart Group, LTD, co-founder of Americom Communications, and co-founder of Resource Recovery of America, Inc.
Decades of civic involvement include founding ³Ô¹Ï꿉۪s Route 60 Association in 2025 and current seats on the University of ³Ô¹ÏÍø Foundation Board and University of ³Ô¹ÏÍø Chemistry Advisory Board. Other positions have included those as past board member of the Polk State College Foundation, past president of the Bartow Chamber of Commerce, charter member of the Lakeland Sunrise Rotary Club, and membership on numerous nonprofit boards.
